Job Summary
Drive financial strategic decisions for the health plan.  Establish financial paths to meet overall health plan goals and assists Directors and Managers in understanding financial expectations and outcomes.  Manages the finance department including all financial reporting including monthly financial statements, cash flow management, enrollment reporting, eligibility reconciliation, NAIC, DOI and other regulatory filings, budget process, accounting functions, Sarbanes Oxley Compliance and all other reporting. Implement accounting controls to ensure regulatory compliance with Medicare/Medicaid reimbursement principles required for proper revenue recognition.  Directs the development, implementation, operation, maintenance and control of essential financial support systems. Achieve and maintain financial goals set forth by the health plan annually including Membership, Revenue, MCR and Administrative cost ratio goals.  Lead and manage multiple business units including: data analytics, reporting functions, IT, A/R, A/P, and building support.
 
Requirements
Bachelor's degree in business or a related field.
CPA is required.
MBA, MHA and/or MPH are highly desired but not required.
Strong accounting expertise in all areas of Medicare/Medicaid compliance reporting
Thorough working knowledge of Graduate Medical Education (GME), Medicare Bad Debt, Wage Index, and Disproportionate Share (DSH). 
Good working of knowledge of  Medicare/Medicaid reimbursement principles
Strong financial, analytical, technical, and interpersonal skills
Excellent client service and demonstrated business development skills
